Subject: new committer: Nikolay Izhikov

The Project Management Committee (PMC) for Apache Ignite
has invited Nikolay Izhikov to become a committer and we are pleased
to announce that he has accepted.

Nikolay is an author of the Spark Data Frame API integration [1].
From what I see, Nikolay one of the most strongest and active contributors
for Spark integration.

Also, Nikolay is one who made the last mile in Context switch
implementation for optimistic transactions [2].
