For now, partition store BTree can be destroyed while vacuum in progress regardless partition reservations which causes VacuumTask failure.

We should fix vacuum failure properly in that case.

This should fix failed TC test CacheMvccPartitionedSqlQueriesTest.testDistributedJoinSimple()
