Collapsible panels in new design still don't have a reusable component that encapsulates it's behavior and styles.

Where such panels are/will be used:
1. Redesigned cluster configuration forms.

2. Current user profile.

3. Upcoming queries screen redesign.

New component should:
1. Have bindings for opened state and opened/closed events.
2. Have a way to insert buttons to the right of header.

Make sure that there are no leftover unused styles/code left.
