Problem:
If partition rebalance requires more than one batch we are not sending `Clear` flag for it in the last supply message and as result don't set updateCounter to right value.

Temporary solution:
Send `Clear` flags for partitions that were fully rebalanced in the last supply message. But we still have a problem with race conditions with setting updateCounter during concurrent rebalance and cache load.
