Improve {{PersistentStoreConfiguration}} to be consistent with other configuration classes:
* {{LockWaitTime}} - should be {{long}} and in milliseconds
* {{getCheckpointingPageBufferSize}} should return {{long}} instead of {{Long}}
* {{WalFlushFrequency}} - should be {{long}} and in milliseconds
* {{WalFsyncDelay}}  - should be {{long}} and in milliseconds. Add javadoc.
