Each "Failed to wait for partition map exchange" or similar should cause such check.

Check can be added to org.apache.ignite.internal.processors.cache.GridCachePartitionExchangeManager#dumpPendingObjects
or
org.apache.ignite.internal.processors.cache.GridCachePartitionExchangeManager#dumpLongRunningOperations
