Now we store some properties (e.g. all properties of the {{DistributedSqlConfiguration}}) at the distributed metastore.

Now there is not way to change this properties for user.

*Proposed fix:*
adds command for {{CommandHandler}} to manage properties stored at the distibuted metastore.
