We should check that the inline size is the same for the index on all nodes in the cluster.

1. Check inline_size of secondary indexes on node join. Warn to log if they differ and propose a recreate problem index.
2. Introduce a new command to control.sh (control.sh --cache check_index_inline_sizes). The command will check inline sizes of secondary indexes.
