Currently, there is no metric responsible for "PME-free ready state achieved" delivery.
{{GridDhtPartitionsExchangeFuture#rebalanced}} can be used to provide such metric.
Seems, we should update metric on each {{GridDhtPartitionsExchangeFuture#onDone}}.

P.s. Late Affinity Assignment should should always set {{true}} to metric value.
