Consider the scenario:

Two nodes A and B in the grid.

1. B is rebalancing from A.
2. Before rebalancing is finished A has left, partitions on B have stale data.
3. A returns to the topology.

Rebalancing will not start without manual intervention, because update counters for partitions will be same.

This happens because LWM is assigned during PME before actual updates are loaded.
