When rebalance was scheduled by caches print message like

Rebalancing scheduled [order=[c8], top=AffinityTopologyVersion [topVer=6, minorTopVer=0], force=true, evt=NODE_JOINED, node=9b5ff0c4-cfd7-489d-a02d-470342d00005]
{noformat}
but force flag ({{force=true}}) does not mean that is force rebalance.
I suggest log force flag correct by the value of {{forcePreload}}, and change name of available flag. For example {{exchnageRebalance}} or {{exchnage}} according to its meaning.
