IgniteTxLocalAdapter#userCommit assebles allEntries()/writeEntries() and writes them to WAL:

        Collection<IgniteTxEntry> commitEntries = (near() || cctx.snapshot().needTxReadLogging()) ? allEntries() : writeEntries();

If transaction is initiated by server node, all transaction entries will be contained in allEntries()/writeEntries(). Thus, we may write entries to WAL even if local node doesn't own corresponding partition.
