Noticed the next behaviour:
 # Open configuration page or cluster edit page.
 # Click import when agent is not run.
 # Click *Back* button to close *Connection to Ignite Web Agent is not established* dialog.
 # Start and stop web-agent.
*Connection to Ignite Web Agent is not established* dialog is shown.
