KEYS.txt renaming

I'm going to rename KEYS.txt [1] to KEYS, any objections?

No objections, but the purpose of this change is also not clear, can you
elaborate?

Using KEYS.txt as name for GPG key import looks lame and unprofessional.
Also, there is no .txt postfix in DEVNOTES.txt [1] in instructions for adding release engineer’s new public key.

As an example, please see Cassandra’s root [2]

Weak argument, DEVNOTES.txt and README.txt seem to be fine.
But Maven, Spark, Hadoop, etc all have KEYS without extension, so
consistency is the right argument here.
